What size are the tyres on the BS1? the Bike EXIF article says 23" Is that the rim size or the tire outside diameter?

Cool. I didn't know they were made that big for new drop center rims. Early clinchers had 23" rims, pre 1915. Looks good, tall and skinny. (yeah yeah, like a supermodel)
